Your Excellence,

We have been following very closely your career as Guide and Head of the world´s greatest nation, the UNITED STATES OF AMERICA, regarding your speeches and pronouncements, studying your Messages and learning of your plans and recommendations. We cannot but admire in your person an authentic leader and a genuine humanitarian as well as great defender of noble causes.

Needles to say, our organization is neither dogmatic, mystical nor interested in political problems or issues. Nevertheless, considering your interest in all the problems that affect your people as well as the rest of the world, we thought you would surely lend us a good ear in regards to one of the most excruciating problem of modern times – if not of all human history. No, we do not mean to entertain you on any sort of religious affair, or on this crude entertainment called war. We mean, rather, the effects of ill-conceived religion and politics, which is either overt discrimination, intolerance, cruel violence and WAR.

You are no doubt well aware, Mr. President, that the above mentioned misapplication of religion and politics creates a still greater problem of untold INHUMANITY in manifold ways of social injustice and human maladjustment – a problem which reaches the roots of humanness as it uproots all spiritual values and furthers all the conceivable social evils. Yes, we mean the REFUGEES, EXILES, APATRIDS; all the people persecuted for political or religious motives and bettered victims of strife and war. About these people and their hellish problem, very is ever said, as if an innate shame prevented their being aired. Or, perhaps, this sector of suffering mankind – growing at a fantastic pace nowadays – is the worst motive of shame of the christian civilization or modern democracy.

Of democracy and civilization much is being said nowadays, of course, and there are unquestionably many aspects of them that are genuine cause for legitimate pride. But when we step into the abominable world of the above victims of modern civilization the human soul stagers and sinks in the infamies of the dantesque inhumanity. Indeed, throughout the world there is hardly a country today that does not have to contemplate the harrowing tragedy of these miserable victims of HOMELESS WANDERERS WHO ARE NATURALLY DISCONFORM WITH THEIR LOT AS THE ARE INADAPTABLE TO A WORLD WHICH DENIES THEM THE RIGHT TO BE HUMAN BEINGS, or, sooth to say, either they are without legal documents (identity papers, passport, citizenship instruments) or they have been deprived of their country due to some sort of revolution or war arrangements. Of these victims of politics the world is destined to overflow if present conditions continue, if we only consider the number of victims of Cuba, Algeria, the Congo, Korea, Cashmere, Vietnam, China, Palestine, the Baltic States …… the Deltic States, Central Asia, Tibet, the Balkans countries, Yemen and scores regions which have recently been or are now affected by both religious strive and political conflicts.

Many millions of people fall at this very moment in the category of NON-HUMAN, Mr. President, due to the sadistic and satanic injustice of man toward man. And, unless the problems of Human Dignity fail to affect us in the least or if we are devoid of Human Conscience, such problems may well continue unmentioned, ignored, postponed or simply forgotten. But problems cannot be solved by simply brushing them aside, or by ignoring them, for they shall continue to grow until they become a serious menace – if they are not duly solve.

Our organization is the only one that has taken interest in this great tragedy of mankind, Mr. President, and we have travailed for many decades toward its prevention or eradication. In fact, inclusive, since the creation of the UNITED NATIONS Organism in 1945 we have been campaigning for the protection of the human person of all these REFUGEES, EXILES, APATRIDS, HOMELESS WANDERERS and WAR BATTERED VICTIMS OF RELIGIOUS INTOLERANCE AND POLITICAL DISCRIMINATION, as well as toward their rescue. We have not been very successful, of course, as all nations seem to have pressing problems of their own so they care little about what happens to dozens of millions of victims of man´s inhumanity. In recent years we have been clamoring for a LEGAL INTERNATIONAL STATUS for all these misfortunate people. Or at least for some sort of LEGAL INTERNATIONAL PASSPORT, so that they may have at least one nation on this planet christian and democratic and civilized enough to admit them and grant them a truly humanitarian treatment, indiscriminately and unconditionally. But we have not succeeded to any appreciable extent – and this is the real motive for our addressing the present document to you, Mr. President.

It is exclusively in behalf of these poor weary victims, Mr. President, that we speak. We raise our voice in the name of Humanity so that a genuine WAR be engaged to the effect of solving this great problem - ere it creates still greater social conflicts. The fact is that this terrible tragedy could be brought to an end instantly, by simply granting a portion of territory or an Island amid the ocean for the exclusive benefit of these wretched victims of modern civilization. Why, even the UNITED NATIONS holds rights on certain territories which were taken away from the vanquished nations of the two last World Wars. Could not one of these Mandated Territories, or a portion them at least, be affected for these human victims of modern inhumanity? In fact, why not consider handing over to these DISGRACED VICTIMS one of the territories Islands wrestled from the vanquished of the last war? America has, for instance, the Mariana, the Carolines, Samoa, the Marshalls, etc. could very well be thus affected: TO DEFINITELY SOLVE HUMAN PROBLEMS DUE TO INHUMANITY. We know that some of these Islands are completely inhabited, while others are very little populated. But even if it were a simple speck rising above the ocean waves, a place wide enough to plant the Flag of Humanity, all these victims of modern intolerance, discrimination and violence would have at least a place which they could call their NATURAL HOME, and a legal status as world citizens as well as the juridic condition of self-defense, self-representation and self-respect.

The problems of these REFUGEES, Mr. President, is a very serious and moment one. These people are, in fact, without the most elementary HUMAN RIGHTS as though they were not creatures of God – for they have no legal status (many of them have no legally established or legally recognized documents), they cannot establish a business of their own, or get married and register their children, and they sometimes cannot even travel or take a vacation because they have no legal identity. In some countries, REFUGEES are admitted but not assisted or otherwise they are assisted but not defended. Some religious bodies do engage in humanitarian designs, but then they only assist those people who belong to their own confession. The rest of mankind can perish…

Our organization has been working on this REFUGEE problem since 1919. It is an authentic record, certainly. But we cannot say that we deserve much credit nor are we in the proud of it, as we have not yet succeeded in our noble endeavors. The REFUGEES continue to suffer, while their number is steadily growing this complex planet. But we resist to yield, as we cannot admit that mankind is not intelligent enough to solve this harrowing problem. If some nations can create marvels of science, increase human health, put artificial satellites in orbit around our planet or around the sun they must have some sort of capacity to solve this great and growing HUMAN PROBLEM.

Naturally, besides being able to solve problems, nations must want to solve them. This is the key situation. We are appealing to your Excellence, Mr. President, as the Guide and Father of the wealthiest and mightiest nation on earth, humbly requesting your attention. World leadership can rest only on lasting accomplishments and perennial values such as those of the spiritual realm. Now this HUMAN PROBLEM which we contemplate is unquestionably one of moral signification as well as of spiritual magnitude. REFUGEES are victims of modern inhumanity, that is INMORALITY AND INJUSTICE, and if we care to be more explicit we may say victims of a dire lack and ominous absence of Christian realization and authentic democratical dimensions. We mean here, of course, the Democracy of Lincoln and Payns and Jefferson and Plato and Pythagoras.

We feel absolutely sure, Mr. President, that our present plea for the REFUGEES shall not remain unattended, despised. A simple decision of yours, Mr. President, could bring this ominous situation before the UNITED NATIONS, or before the United States Congress. What we propose is tantamount to a Noble Declaration of Human Rights For the Victims of War. Needless to say, what we contemplate is not merely a theoretical pronouncement, which proves equal to a promise in doctrine, but, rather, a technical instrument of authentic human dignification. We know whereof we speak, Mr. President, for we are speaking in the name of dozens of millions of people.

There is a unique, signaled honor for the nation or the person that solve this problem of the REFUGEES, Mr. President. It is not an easy one, of course, as two great world organism have already capitulated before it, although it was as great then as it is now. The Genève League of Nations and the present United Nations are washing their hands, historically speaking. But we cannot dismiss such a great problem by just saying NO, or by remaining silent.

We are now disposed to present this great problem openly throughout the world. It is HUMAN CONSCIENCE that should be affected first by it. Perhaps there has not yet existed enough publicity around this hellish, inhuman condition of the REFUGEES. Or has it?

We are eager to know about your reactions to the present paper, Mr. President, and we hope that we have been successful in presenting THE CASE OF HUMANITY.
