------------------------- Considering that the Grand Spiritual and Cultural Sanctuary established at Havana, Cuba, since 1925, under the auspices of the UNIVERSAL RELIGIOUS ALLIANCE, together with the WORLD UNIVERSITY OF RELIGION AND SPIRITUAL SCIENCE and the WORLD LIVING MUSEUM – HISTORY OF MAN no longer exist in Cuba, their existence and operation having been banned by the communist government of that country, and in view of the fact that after prolonged intervention of different governments, the Human Rights Commission of the Organization of American States and the Human Rights Commission and the Economic and Social Council of the UNITED NATIONS, as well as the efforts of numerous different religious, humanist, cultural, spiritualist and philosophical organizations of the whole world – the main officers of the UNIVERSAL RELIGIOUS ALLIANCE were finally released from captivity and permitted to travel abroad together with the archives of this institution and the Museum, it is decided to transfer the aforesaid Grand Spiritual Sanctuary to a country where the educational and scholarly and Spiritual values are duly appreciated as well as respected.
-------------------------- The above mentioned officers of the UNIVERSAL RELIGIOUS ALLIANCE who were subject to persecution and ominous martyrdom during two long years in communist Cuba, namely: Dr. Prof. Paal Omar Lind, Blanche Ledran, Marie Peurozet and Micheline Heraud are hereby authorized to seed an adequate place in a country where the educational an scholarly research activities of the UNIVERSAL RELIGIOUS ALLIANCE may be unobstructed continued and duly developed.
