Dear Senator,

Permit me to appeal to you so to say as a last resort.

The undersigned is a cuban citizen by naturalization, born in India when still the Imperial part of the British Commonwealth. Educator, Religious leader, archeologist, Spiritual Guide, etc. Naturally, when the Castro regime began communizing Cuba in 1959, I was among those who most protested and combated the ignominy. The result was thirty months of imprisonment plus repeated invasion of my home, general confiscation of property and Bank accounts, with the consequent robberies and attacks to human dignity.

Thanks to a worldwide campaign in my favor, intervening many hundreds of different internationally known religious, fraternal, humanist, cultural, philosophical and Spiritual organizations and constant appeals to the UNITED NATIONS, the ORGANIZATION OF AMERICAN STATES, the UNESCO, the VATICAN, etc, etc, as well as the Havana government, I was finally released together with my family and permitted to leave the country on March l9, 1962. However, upon my due protest and refusal to abandon Cuba without my unpublished works, some vital parts of our World Museum of the Living History of Mankind, and a portion of the archives of our organization, we were finally granted the right to take away what we pleased. The confiscation of all properties, valuables, Bank accounts, clothing and even extra handkerchiefs remained in force.

Upon reaching Amsterdam, Holland, we applied for entry into the U.S.A. at the Rotterdam General U.S. Consulate, but we are still waiting for due answer. — Ever since, I have also been struggling with the UN Bureau for Refugees, to no practical result whatever. I visited numerous countries, but nowhere have I been allowed to remain for long. I went then to Brazil, but even there I met with communistic opposition from the government heads, and had to flee for dear life.

I am now in Spain on a very temporary and conditional permit. My luggage were almost three years at the Customs House in Holland, because I have no where to put them. Finally I had to take them out or lose everything, so I met the decision and new I have my belongings scattered in four different countries. I keep on moving with practically a toothbrush and a handbag. Of course, I did not try the reach Miami risking my life with the sharks in the Florida Strait, but I meet sharks almost every day, because as you may surmise, the existence of a refugee, exile and branded “anticommunist” is no joke. Besides, I have not been able to find a single country CHRISTIAN, DEMOCRATIC, HUMANITARIAN, CULTURED or CIVILIZED ENOUGH to grant me a legal residence. When my cuban passport voids upon becoming outdated I shall also be an APATRID.

This is my “case history”, and it is quite well known to the UN and other world organizations since after my ordeal in Cuba I had to continue with an unutterable martyrdom. I requested asylum to the Vatican on the ground that it is a Nation, and else as a Religious See, but also to no avail whatever. Most countries won’t even tolerate my passing through them. The countries which most vaunt their CHRISTIANISM and DEMOCRACY and what not have refused me all assistance or a residence. My crime, obviously, consists in my having been such a dignified and sincere “anticommunist”, to the extreme of staking my life for my democratic conviction, my religious creed and my Spiritual principles. — Now my nationality is hold against me. But is it my fault if Cuba began communistic or whatever it is now? Those responsible for the Cuban tragedy should be hold responsible for all the consequences of this sinister mess.

I am a HUMAN BEING who demands to be treated humanely. I ask no favors,
I don’t intend to impose lessons of civism on anybody. BUT I DO BELIEVE VERY PROFOUNDLY AND IN ALL EARNESTNESS THAT THE UNITED NATIONS SHOULD DO SOMETHING PRACTICAL ABOUT CASES SUCH AS MINE.  There are many millions of refugees, exiles or victims of the inhumanity of man towards man throughout the world.  Is it not well nigh time that the United Nations solves at least this ONE problem of the world?  I have also appealed to the Honorable President Johnson in demand of justice, but without answers. Similar requests to the Pope of Roma brought no response either.

The thought of addressing you the present petition dawned on me when I read that you demanded more practical results in the assistance of Refugees. You are still very young, and you have a great future ahead as you may yet work wonders by being increasingly humanitarian.  The laws of America are keeping me out, I know, because I am born in India and other sorts of prejudice. Regardless, I love America, and if my case can enlighten you in solving those of millions of other victims of modern civilization, I wish you the best of luck.

My case may remain unsolved.  After four years of futile request to the United Nations and here and there, I am beginning to wonder if I was not stupidly wrong to be just too democratic, and so excessively opposed to communism. Who knows, may be some day I shall be forced to go to the communists and ask them for mercy, and a permanent legal residence. God only knows what the future has in store for me.  All I can say is that I am tired and sick of suffering humiliations and maltreatments.

It would be so wonderful to learn that you took the slightest interest in such a case as mine. It should reveal to you some of the dimensions of the inhumanity of some human beings.  Anyway it makes a wonderful lesson in practical modern life.
